The Functional review of WCOs in the African Region is aimed at strengthening capacities for enhanced effectiveness in the work of WHO at the country level. This is linked with the ongoing efforts of Transformation Agenda which has seen restructuring of the Cluster Units at the Regional Office. The next phase is focused on country offices and ISTs. The implementation plan of the functional review will be led by the Steering Committee that will oversee the transformation process and managed by a core team composed of Change Management Specialist, Organization Design Specialist, Project Management Officer and Restructuring Officers that will implement the plans and monitor progress. 

Description des fonctions
Extensive Travel required.

Within the scope defined by the Functional Review implementation guidelines and project objectives, the incumbent is responsible for providing counselling and career support during implementation of country office review liaising closely with the implementation team, the HR team, the Staff Association Representatives and the management.

As a member of the Core Team, the incumbent's tasks will be as follows:

1. Draw on expertise in career counselling and knowledge of WHO AFRO to manage the professional development of WCO staff; 

2. Provide individual career transition advice and guidance to WCO staff members undergoing separation or re-allocation;

3. Liaise closely with the Organizational Design Specialist and Restructuring Officers to ensure an optimal balance between the professional development of staff and the staffing needs of WCOs following the implementation of the transformation strategy;

4. Facilitate workshops and training sessions to staff to support their professional development;

5. Collects statistics on staff assistance provided and documents successes and lessons learnt.


Formation :
counselling, Human Resource Management or Social Sciences.

Desirable: Training in Organizational Psychology or Psychology.

Other Skills (e.g. IT): 
Good level of computer literacy and the ability to analyze and manage electronic information.

Expérience :
Essential: Minimum of 7 years’ experience in career counselling, Human Resource Management or Social Sciences. Experience in developing and delivering workshops and counselling sessions.

Langues :
Excellent knowledge of English and/or French with a good working knowledge of the other.

They consist of a base salary and a post adjustment (for international positions only) which reflects the cost of living in a particular duty station and exchange rates.
